B. POWER & DUTIES OF OFFICERS AND EMPLOYEES

 

MSTC is primarily a trading organisation. The departments/sections directly or indirectly associated with its trading activities are as follows:-

 

LINE DEPARTMENTS:

 

i)                    MARKETING GROUP – I

 

This group is headed by Sri K K Mookherjee, GM. He is responsible for developing the export business, sale of material from Steel Plants, export of Iron Ore, other items etc.  and also all business related to jute including its export.

 

ii)                   MARKETING GROUP – II

 

This group is headed by Sri S S Chaudhuri, GM(Mktg.-II). He is responsible for further development of business related to Selling Agency and maintaining relationship with the Coal companies particularly besides other business associates.  The company disposes ferrous, non ferrous and miscellaneous scraps, used stores, rejected wastes, surplus items etc. from steel plants, PSUs, Govt. Dept. and also some private sectors through selling agency agreements. for Selling agency co-ordination, he is assisted by one AGM and for Coal e-auction, he is assisted by coal cell consisting of a few officers. Besides, the Regional offices/Branch Offices, which mainly deal with selling agency business are also reporting to GM(Mktg.-II).

 

 

iii)                 MARKETING GROUP – III

 

This group is headed by Shri A K Dastidar, GM (Mktg). He is responsible for sustaining and developing marketing business related to scrap and all steel items and also responsible for drawing up and implementation of a scheme to directly import and sale steel scrap or other steel related materials through e-auction or otherwise. One AGM and one Manager assist him.

 

 

iv)                 MARKETING GROUP – IV

 

This group is headed by Shri M K Sinha, GM(Mktg.). He is responsible for business related to all liquid cargoes and also the matters pertaining to Haldia Petrochemicals Limited, Easser Oil and for reverse auction also. One AGM and one AM assist him.

 

 

v)                  MARKETING GROUP – V

 

This group is headed by Shri A K Mathur, GM (Mktg.). He is responsible or the business of Coal and Coke and also responsible for the matters pertaining to ISPAT. One Sr.Mgr. and one DM assist him.

 

Shri Utpal Sarkar, AGM(F&A) is in charge of Associate Finance for the entire Marketing business Groups.

 

 

REGIONAL AND BRANCH OFFICES

 

Regional and Branch offices do business mainly through selling agency agreement and  some other business. Each RO/BO is headed by the respective RM/BM. Senior executives of the RO/BO directly report to the respective RM/BM.

 

The region offices undertake the business covering the respective areas as follows with some exception.

 

NORTHERN REGIONAL OFFICE (NRO)

SOUTHERN REGIONAL OFFICE(SRO)

EASTERN  REGIONAL OFFICE (ERO)

Regional Manager: Shri D.P.Bahuguna.

West Bengal, Bihar, Jharkhand and North-east part of India such as Assam, Sikkim, Tripura, Meghalaya etc.

 

 

WESTERN REGIONAL OFFICE(WRO)

STAFF FUNCTIONS

 

6.         CMD SECRETARIAT

 

This Secretariat helps CMD in overall co-ordination of the activities of the various Departments/Regions and Branches.  There is one Staff Officer to CMD besides Secretarial Staff.  The Company Secretary is also a part of this Secretariat.

 

7.            FINANCE & ACCOUNTS DEPARTMENT

 

Shri R M Roy, CGM(F&A) is in-charge of Finance & Accounts function of the company.  He is the financial advisor of CMD..  Regional Finance Managers/Branch Finance Managers and also associate Finance executives in the Operations department at Kolkata functionally report to him.  Besides in the Head Office, the Finance Department has the following Sections/Functions :

 

a)         Establishment Accounts– responsible for administration of salary and other payments to employees, payment to parties, contractors and suppliers of stores, stationeries etc.including cash disbursement

 

b)                  Central Accounts– responsible for all the financial and accounting work such as maintenance of Books of Accounts, Cash, Bank Accounts, preparation of Annual Account Statement and management of fund flow/cash flow.

 

c)                 Internal Audit and Taxation– Besides internal audit of the company, this section also formulates procedures for compliance of statutory tax obligations.

 

The first 3 sections [(a) to (c)] are headed by one DGM(F&A) and the Internal Audit Section is headed by another DGM(F&A).  Both the DGMs report to CGM(F&A).

 

 

 

 

8.            HUMAN RESOURCE DEPARTMENT

 

This Department is headed by Shri S S Chaudhiri, General Manager(HRM).  This department has the following 3 sections :

 

a)         Personnel Department– responsible for manpower planning, recruitment of employees, training and development, industrial relations, welfare measures and formulation/implementation of all policies/rules relating to human resource of the company.  There is one officer at the level of Senior Manager in the Section who reports to GM(HRM).

 

b)          Administration Department – responsible for arrangement and maintenance of office accommodation, office equipment, security, supply of stores, stationery items, vehicles, guest house etc.  There is one AGM and one Sr. Manager in the Section.

 

c)         Public Relations Department– responsible for projecting and maintaining corporate image of the company in the outside world.  One AGM is in-charge of the section.

 

9.         LAW DEPARTMENT

 

Shri R M Roy, CGM(F&A) is in-charge of Law Department also.  This department provides legal advice relating to the commercial and administrative activities of the company, coordinates with the lawyers regarding the court cases/disputes which arise in course of company’s business.  Shri Roy is assisted by 3 officers in this function.

 

10.       MS & EDP

 

This section is headed by one DGM who reported to Shri S S Chaudhuri, GM(HRM).  MS i.e. Management Services Section is responsible for maintenance of data not only relating to the activities of the company, but also relating to market in general.  These data are important for taking any management decision.  One officer is assisting DGM in this area.

 

EDP Section is responsible for computerization of different activities of the company in the areas of Operations, Finance, Personnel etc.  They are responsible for providing necessary hardware/software support to the employees and also maintenance of such equipment.  This section maintains the e-auction portal.

 

11.            VIGILANCE DEPARTMENT

 

This department is headed by Dr. K N Pandey, CVO who is appointed in the company on deputation from IOFS.  He is assisted by ACVO.   

 

12.       HINDI SECTION

 

The charge of this department is also held by Dr. K N Pandey, CVO.  In this function, he is assisted by one AGM.  This department is responsible for implementation of the Official Language.
