Registration Process

1.      Log on to our website http://www.mstcecommerce.com/ .

2.      Click on the link 'e-Auction of WBMDTCL' and then on the link provided: ‘Register’.

3.      GENERAL TERMS & CONDITIONS OF e-AUCTION will appear on the screen. Scroll down to the bottom of the page where two options will be there:   (a)    Register as Buyer and (b) Register as Seller.

4.      Select and click on “Register as Buyer” option.

5.      BUYER SPECIFIC TERMS & CONDITIONS will appear next on the screen. Scroll down to the bottom of the page where again two options will be available: ‘Agree’ and ‘Disagree’.

6.      Select and click on ‘Agree’ button.

7.      Buyer's Registration Form will appear on the screen. Fill up the desired information. You will have to select and click on ‘WBMDTCL’ in the Buyer Type field.

8.      All field’s marked with * are mandatory and must be filled in.

9.      Select your User ID and Password and keep a note of the same.

10.  After filling up the form click on the ‘Submit’ button.

11.  The next page is not relevant to you. Please do not fill anything and click on ‘Preview’ button. All the information typed in the form will be displayed to you for verification. If the information is correctly entered, then click on ‘Submit’ button. On successful registration,  the system will send you an email and also inform you instantly to submit ‘Registration Fee’ and the relevant documents as mentioned under:

In order to participate in our on-line E-auctions, you are requested to pay a non refundable registration fee of (a) Rs. 2,000/-(Rupees Two thousand only) +service tax @12.36% your login will be activated.

Registration fee DD/PO is to be in favour of MSTC LIMTED at any office of MSTC LIMITED

1.      1. Income-tax return for immediately completed preceding financial year.

Note: If Income Tax return for immediately preceding year is not available, then the previous year return may be considered,

Note:

  I.  If PAN allotted for new applicants but the card has not been received, in that case online copy of PAN with application copy may be considered for registration.    II.  If PAN card is lost and copy not available, then missing diary with the police authority along with copy of the application for reissuance may be considered for registration.

To avail non collection of tax at source under section 206C (1A) of the Income Tax Act (As amended by the Finance Act – 2012), consumers has to submit a declaration in Form No. 27C, duly verified in the manner indicated therein, under sub-section (1A) of section 206C of the Act to the effect that the Coal procured through the auction is to be utilized for the purposes of manufacturing, processing or producing articles or things and not for trading purposes.

The declaration referred to above should be furnished in duplicate.

Note: Tax will be deducted at source if declaration in Form No. 27C is not furnished.

4.      VAT registration certificate.

Note:

 I.    VAT registration is mandatory.

 II.  If VAT registration certificate missing, then the copy of the police diary along with the copy of the application for reissuance may be considered for registration.

III.  For new applicant, VAT registration number allotted but certificate not received, then online copy of the VAT registration certificate along with the copy of application may be considered for registration.

 IV. For claiming VAT exemption, copy of the application letter mentioning the category of industry along with Government circular or any letter issued by the competent authority for VAT exemption.

5.      Valid NOC from state pollution control board.

Note:

The industrial units of West Bengal, who applied for pollution clearance certificate from the West Bengal Pollution Control Board immediately after its expiry, but have not received such clearance on the date of e-auction, will not be debarred for participation in e-auction of Coal from Trans- Damodar Coal Mining Projects, Barjora, Bankura.

6.  Receipted Copy of submission of Entrepreneur’s Memorandum-II with the District Industries Centre certificate for small and micro category.

7.    7. Letter of recommendation issued by the concerned Ministry certifying the existence of the unit" would mean a 'Letter to be issued by any Central/ State Ministry from the office of Secretary/Director of the Industries/District Industries Centre/ District Magistrate's office/Block Development office/Industry Officer or other equivalent office certifying the existence and end-use of coal. Consumers who are yet to receive the recommendation letter in spite of having applied for the same may submit any of the following documents :

 I.   Official communication from Ministry of Coal/Steel regarding Fuel Supply Agreement/Coal Linkage

 II.  Official document/NOC Annexure from SPCB certifying Coal as raw material for the unit

 III.  Certificate from BDO/Industry Officer regarding end-use of coal.

8.     8. Sworn in affidavit in front of any Magistrate.

9.      Proof of existence of business entity like registered partnership deed / certificate of incorporation issued by the registrar of companies of the concerned state, wherever applicable,

10.  Two passport size photographs of the applicant.

  The above documents and the registration fee are to be submitted at MSTC Limited, Coal Cell, 225 F, 2nd Floor, AJC Bose Road, Kolkata - 700020.  On submission of documents your account will be activated and you will be issued a ‘Photo Identity Card’.

Ø      Information of WBMDTCL e-Auction: All the registered coal buyers will be intimated about all the auctions through email. The information will also be available on our websites: http://www.mstcecommerce.com/ and http://www.mstcindia.com/

 

 

How to know about material offered?

Log on to http://www.mstcecommerce.com click on the link "e-Auction of WBMDTCL" and type your user id and password. You will be taken to your ‘Home Page’. There will be two buttons: Select and click on “View Forthcoming e-Auctions”. A list of all the e-Auctions will appear on your screen. Select and click the one you want to see. The catalogue with all the details and terms and condition will appear. You can take a print of the same and keep for your further needs and record. The information will also be available on http://www.mstcindia.co.in.

How to purchase material through e-Auction?

1.      Only those customers registered with http://www.mstcecommerce.com/ as a buyer of 'WBMDTCL' shall be eligible to participate in e-Auction.

2.      The e-Auction shall be open for a period of TWO hours only.

3.      The rate of EMD will be mentioned in the e-auction catalogue itself.

a)     EMD may be deposited by way of Demand Draft drawn in favour of ‘MSTC LIMITED’ payable at Kolkata.

b)     The buyer can deposit the EMD at our office MSTC Limited, Dept Coal Cell, 225F 2nd Floor, AJC Bose Road, Kolkata. Apart from the above address buyer can also submit the EMD at any of the office of MSTC.

c)     Buyers are requested to mention their buyer number at the back side of the DD/PO.

d)     EMD will be accepted upto the last working day prior to the date of e-auction. Bidders sending EMD by post/courier may do so at their own risk. MSTC will not be responsible for any postal delay or loss and will not entertain any claim on that account.

4.      Minimum/Maximum Bid quantity :

a)      For General Category:  Prospective Bidders are entitled to Bid for the quantity to the extent of amount of EMD for which is available with the service provider in the bidder’s account at the time of bidding. The minimum quantity for bidding would be 45 (forty five) tones

b)     For Micro and Small Industrial Units of West Bengal: The minimum and maximum quantity for bidding would be 15 (fifteen) tonnes and 450 (four hundred and fifty) tones respectively

5.      For a given source, a customer can increase his bid any no. of times.

6.      The bidding will start from Floor Price specified against each source. The bidder will have to quote a price equal to or higher than the Floor Price or that source to secure consideration in the concerned e-auction.

7.      Prior to scheduled start time of an auction, the auction catalogue will be available under the link ' Forthcoming Auction'

8.      If any bid is received during the last 5 minutes before scheduled close of auction for any source, its close time will get automatically extended by 5 minutes from the time of last bid in order to give all the bidders equal chance to revise their bid.

9.       Bidding will close for a particular source either at the scheduled close time or till there will be period of 5 minutes in which no bid is recorded for the source, whichever happens later.

10.  Following criteria would be adopted in deciding the successful bidders:-

a)     Precedence will be accorded to the highest bid price in the descending order (H1, H2, H3 and so on) as long as the offered quantity is available for allocation.

b)     If two or more buyers bid the same highest price, precedence for allotment will be accorded to the buyer who has placed the bid for the higher quantity.

c)     In case two or more buyers bid the same price and the same quantity, precedence will be given to the buyer who has accorded his bid first with reference to time.

11.  The customers will be intimated about the allotment of coal through Sale Intimation Letter after the completion of e-auction. A copy of the same will also be available under e-Auction Status on their Home page. However, it will be the responsibility of the bidder to check his status in an auction.

12.  Please register your acceptance of the General Terms and Condition, Special Terms and Condition. General Rules and regulation and Definition of Key Terms online before being allowed by the system to participate in an e-auction.
